Requests a PIX withdrawal of the partner Ultra balance to the owner PIX key (PartnerUser.WithdrawalAddress). Destination is never taken from the request. Idempotent on externalId within the partner: replaying the same id returns the existing withdrawal (including Failed) and does not re-call Ultra. After a clear Ultra rejection (Failed), retry with a new externalId. Ambiguous Ultra errors (timeout / 5xx) may leave a local row without terminal status for manual reconciliation. No PIN.
